I don't think you will have any copyright issues as the games are so old and have been copied so many times I guess they are public domain now. If you are worried about that you should put an "Originally by Namco" or something on there.
As for the coding I think you are going to have to do it from scratch unless you can find someone that has made them before that you can get the code off of. They are simple games and should not take too long to build, there will be examples of them on the web somewhere im sure.
