I synthesized a question from the description I read... Tareq seemed to pull out "What can prevent an ActiveX Control from being used in my browser?", I think... might explain why we reach different places. (It's hard when a question is actually a description, because the actual intended question needs to be confirmed first.)

If I guessed the question right, then the most frequent cause is that an ActiveX Control which is registered for a session may require a system restart to be unregistered... sorry for the long URL, but it's in the troubleshooting FAQ:

I'm not sure whether the above is pertinent to whatever your client saw (I get the sense that you specified SWF7 and she didn't have it, but am not sure whether this was identified as the relevant issue in your troubleshooting), but the above is info on the question I was able to pull out of the description.
