Do you mean VSS (Visual SourceSafe)? If so, the big difference is that SourceSafe costs money, and CVS does not. Operating system support may also be an issue. I'm not sure if you can get a CVS server running on Windows (maybe with Cygwin?), and VSS only supports Windows.
SVN (subversion) is another option. The server can run on MacOSX I believe. And there are lots of differences in the finer points, but for most uses, you'll never notice.
