It's not a security feature, it's a condition of Microsoft's settlement with Eolas over a patent violation, and it negatively affects any interactive use of ActiveX controls, not just Flash. We've run into a similar problem with an ActiveX rich text editor that now sometimes works, but doesn't always work any more. That said, I suspect they're not too upset about Flash problems.
