There's already a Windows CE ActiveX Control, so I'm not sure about the "compiling ourselves" angle...?

Could this be the issue?

The "Player SDK License Request Form" does provide guidance at the bottom that a reply should be expected within seven business days, so if the gap is longer than that then we've got something to fix.
