Please people, update your facts, since Flash Player 8, Flash can dynamicly load progressive jpgs, along several other image formats as stated in a previous message..

I may be wrong, but I think the only way to achieve that effect is to simulate it once the image is completely loaded. When you see jpg's load in progessively - it's because they're encoded that way.
