What version of the Flash Player are you targeting? The basic idea would be to put a button at each vertex, use startDrag and stopDrag to enable drag-drop on those buttons, and redraw the shape on mouseMove during drag actions, getting the new coordinates from the button locations. The specifics would vary depending on Player version.
