Firstly Im not sure that you taking over the role of distributing the Adobe flash player is legal and secondly a good idea.
The install process for different browsers is different. You cant just install the OCX inside Firefox for example. You are also not equipped to provide support to users in case of an installation issue/problem/error etc. I would personally leave it to Adobe to provide the installation and leave it to you to direct them there if they did not have the player installed.
