Why would you want to add the extra overhead of a file system? What about data backup synchronization/integrity issues? How do you organize the files. What if you get a lot of files and your filesystem chokes? Put a thousand files in a Windows directory and watch the fun.
You have more control over tuning and caching in a database.

Database systems are designed to provide fast access to data. Proper design and tuning are important but that is true of everything when you deal with large volumes of data.
