You have to consider your comprerssion settings. You cant expect a different result if you are using the same Codecs or Compression Settings :)

When I convert a 4 minute 720x576 avi to a 720x576 flv the file size is 25,6 MB But when I convert the same video to a 320x256 flv the size is 24,1 MB So the difference in filesize is very little compared to the difference in video size.
