I doubt it was money. Skype could afford vp7 but macromedia couldnt? Actually I think macromedia (at the time) on the list said that the license with On2 allowed them to have all of the on2 technology.
I think the issue was that vp7 came out after the software integration work with the player and vp6 had already begun.
