One would think that Adobe would have or is working on a product to meet just this sort of need -- if not, they probably should be.

There is a Lexus website which does something similar to what you're describing:

At the end of the article: "I've asked around, and while an interface to choose from particular pdf files is common, no-one has seen a system which appears to generate a custom-content pdf on the fly."
