I'm not sure if I believe that. Analysts are saying that, but I haven't seen any direct evidence that 3rd parties will be cut off (haven't seen anything from apple claiming this).
I wouldn't be surprised either way. I don't tend to install anything on my phone as it is, so I doubt I would use it, but then again, there might be some really nice things that could be added. Though one of the arguments I've seen that suggests you *can* develop for it is widgets.
