I got the same question from a friend a while ago: and my response then, was what's your goal? Her goal was a portfolio piece that was fast to create, looked good, and was cross-platform and auto-launching. Her solution was Flash projector. Is there a reason you want the final output to be DVD?

Flash cannot be used at all in a standard DVD menu as it is not part of the original DVD spec. You can, however, export your Flash movie to a video clip and use that as a motion menu.
