Yeah - simple really. the higher the framerate, the more the processor calculates and the screen redraws and thus the smoother the animation IF the end user's machine can keep up with it (easier to "keep up with it" when viewinng it locally in the Flash IDE). The lower the framerate, the less the processor tries to do each second. You've got two choices - lower the framerate, or make the animation less processor intentsive.
