When creating a sound object, you should give a movieclip as it parameter var snd:Sound = new Sound(movieclipReference)
By not assigning a movieclip, you acces the global sound. Jiri creativity wrote:

The sound of video at other level also stops. on setting sound object play again the sound with sound object plays but video sound doesnot.
