Its easy enough - is it Apache or IIS? Installation for php still has the occasional hiccup over needing to move some files into the windows directory, or not realizing older versions of dll's from previous php installations are there and screwing up your new versions install. And sometimes IIS is a bit more painful than the apache installation.
