Not sure about a company that offer those services although i am sure there are ones out there. But you can basically create that yourself by looking into SOX (soundExchange) and LAME.

Ideally some company would run a service with a REST interface, so I could just send my text via a querystring, and it would send back some XML detailing the URL of the mp3, and maybe an indication of when the mp3 might be converted... well that's what i'd like ideally...
