As others have mentioned, progressive download is just a file like a 5MB Jpeg as far as the browser is concerned. The reason youtube can get away with this is the majority of content is small (a few minutes) and heavily replayed so progressive is a much better deal. Google on the other hand has some hour long videos and wants to index them so jumping around makes sense.
