Panels have been bugged for a while now and I'm not sure it has been fixed in 
CS3.

The cause of this is a corrupted panelset.xml file in:
C:\Documents and Settings\[USER]\Local Settings\Application 
Data\Macromedia\Flash 8\en\Configuration

Think it has something to do with custom panels being assigned a numeric ID and 
getting messed up when you add new ones.

Just delete the panelset.xml file and restart Flash.
