I think when a certain % (fill in at will) of the project you are developing contains 'user interface like' aspects (buttons, ddlb's, etc.) it is probably better to switch to Flex. It will save you tons of time. Where that line is, depends on too many other features of the project. Hard to draw the line at a fixed place.
So in general, sites in Flash. But lot's of forms should tip the scale in favour of Flex in my opinion.
