I tried the "Access network only" and it would work great but I have to load a number of XML files locally to build the Tree structure. This prevents access to these files. I have been searching Adobe and the net for ages and I cant find any official reference to this change in behaviour as a "security" fix. I am wondering if it is actually a bug.
