As far as getting the tools to get started, FlashDevelop + Flex SDK is a free option.
As for getting started, I would start at the Adobe Developer Connection, specifically the Getting Started tab in the Flex section: http://www.adobe.com/devnet/flex/ If you want books, Adobe Flex 2: Training from the Source is a good tutorial book. If you have a Lynda.com subscription, that's also a good place to start. I think you can get free trial subscriptions for 30 days or something as well.
