The PPT file format is now available from Microsoft for free: http://www.microsoft.com/interop/docs/officebinaryformats.mspx
However, if it's anything like other MS binary formats, it's likely to be a bit of a minefield. I don't envy your task; but at least export is easier than import. :-) Alternatively you could take a look at the Powerpoint export code in the open source code for OpenOffice.org and try porting that.
