Then as you said, they should be widely accessible. Why would you force many of your users to upgrade to Flash player 10 before it's widely ubiquitous? Without deep market penetration yet, using Flash player 10 decreases a site's accessibility. If you live by the accessibility principle you stated above, it seems to be a no-brainer that you would want to stick with Flash player 9 until FP10 gets into more browsers.
