The reasoning behind disabling all/most (9/10 respectively) keyboard input in fullscreen is because someone could easily make a fake login screen that looks like the OS. Carl, I hope that you don't have too much riding on it being able to do that because I don't know of a workaround (maybe use the browser in fullscreen... ??). If it's not essential that it be web deployed consider AIR...
