I find the opposite to be true. The swf format has a lot of neat features that you are just throwing away when using Flex. For example, the ability to use vector graphics. I wouldn't use Flex unless I had to.
Sure, Flex Builder has code hinting, but so does CS 5. I find that there is less and less reasons to use Flex these days.
