Prueba a utilizar esta sintaxis
 
GetURL("javascript:void(MM_openBrWindow('tupagina.html','',width=300,height=400'))")

Siento reiterar sobre el mismo tema pero no doy con la solucion. Sabeis por que falla:
 
 
En la p�gina html donde cargues el flash, tiene que estar el siguiente script en el <head>
 
<script language="JavaScript">
<!--
function MM_openBrWindow(theURL,winName,features) { //v2.0
  window.open(theURL,winName,features);
}
//-->
</script>
y luego desde flash puedes hacer el getURL("javascript:MM_openBrWindow 'tupagina.html','','width=300,height=400')
