What chip? never heard that Microsoft would manufacture chips.
According to this image: https://www.ifixit.com/Teardown/Microsoft+Surface+Pro+4+Teardown/51568#s112664 it has a Winbond 25Q128FV SPI flash which is marked as tested in flashrom.
