I had the same initial association and couldn't figure out why unless
fldigi was functioning as a general-purpose modem using the KISS
command set.

Agreed.

OTOH, it might be cool to run HF packet over better CODECs than FSK. I
would love to see HF packet over something like DominoEX. Think of it
as FLARQ on steroids. Heck, you could even run TCP/IP over it.
