Are you using a 4.x g++?

Fldigi 3.13 should still build on cygwin, but the AFAIK the developers build
win32 binaries using mingw only -- Dave and myself certainly do this.  In fact,
if you have a recent Linux system it is much easier to install your distro's
mingw cross-compiler packages and set up a build environment on Linux, rather
than use the same tools on Windows.  I have some instructions on how to do
this in Debian and Ubuntu that I've been meaning to commit.  I'll update them
now and send you a copy if you want it.
