This is a by-product of the frequency entry. Depending on the band in
use.

14082  this moves everything over 1 space
7070   as compared to this

If you look at some pre-rig control Cabrillo where it is by band, then
everything lines up. 

Wonder how fldigi handles Cabrillo for non-cat rigs. I need to explore
this.
