F is the WFAX frequency of the station as reported by the lists. The doc say to tune 1.9 KHz below this frequency (F) the USB radio so that the tones will fall at 1500-2300. As I am lazy I prefer subtract 2KHz instead of 1.9...that's why I did suggest to tune at F-2 KHz (F-2000) and have the tones tuned at 1400-2200 Hz.
