Stephane let me know that the renaming did indeed create a problem in
the previous archive.  I have left the file name alone so the included
.EXE programs should now work.

I have also incorporated the build date in the Zip archive name to 
help differentiate archives.

If this one checks out fine I'll release it as 1.2.13.1 final on
SourceForge.net in about a week.
