Currently the voip-rrul test is actually an rrul_be + voip test, but it could be useful to sometimes do a voip-rrul test that’s rrul (not best-effort only) + voip.
Would it make sense to make the current voip-rrul use the rrul test instead, and to add a voip-rrulbe test for the best-effort version? It would change the current behavior though...
