There's http://git.apache.org/ where we can ask to have a git mirror of Flex once the code is in. I don't think this allows for directly committing pull requests, but people are working on it. For now, AFAIK you have to create an svn patch from your git changes, which is quite easy. I haven't used it myself so far, maybe someone else can answer more precisely. -Bertrand
