I took a literal interpretation of "flex", so the angle symbol represents bending or flexing. So that could in turn be interpreted as "Flex" being flexible or malleable--something developers can bend to their will. The fluid/splash was just a natural treatment for the color scheme I'd chosen. It doesn't really have any special meaning, though water/fluids can also be considered the ultimate form of malleability/flexibility.
