I am not a PPMC but my reasoning for not putting it in the trunk is 
because It simply can't be verified if it works. Without tests at least. 
New functionality, bug fixes etc. should be added right when mustella is 
in place.
I think new things can also be added immediately to the trunk if they 
are covered with FlexUnit. (that means the unit tests need to run in the 
build script).
