Not really, if people think the release is good you can start the vote and that's when more mentors and later Incubator PMC members can have a look. It's quite common for release votes of incubating projects to fail, that's not a problem at all. You just need to be prepared to cut new release candidates, which is also a good way of tuning the release process. -Bertrand
