Also, my suggestion strictly follows the Apache guidelines and use cases for working with mirror sites (CGI wrapper and HTML template); it's just a very minimal case where instead of having the CGI return a fully fletched HTML page it returns one line: a plain text URL for the 'preferred' mirror. So there is no need for a lot of code (it's only 2 lines (and a comment) for the CGI and one line (one word actually) for the HTML template), nor do we need to parse a large HTML page looking for an URL...
