That depends ;).

If you can use the MPL (free) version of the Flex SDK, then you just
need to update the version in your pom or super-pom.
If you are using the flex-mojos super poms as your parent, then you'll
either need to wait for M10 or install M10-SNAPSHOT from source.

If you need datavisualization, automation, or any locales besides
en_US, then you'll need to use the install-mojo to upload a version of
the 3.2 SDK that has those.

I know it's kind of convoluted right now. Velo is working with Adobe
to make this easier, but we are limited by licensing in what we can
provide in our repositories.

One day I hope the entire Adobe SDK will be in a public repository,
then you just update versions and go, and will rarely need to use the
install-mojo. Right now, most people need to use the install-mojo.
