Actually, it's working since I removed:

<groupId>com.adobe.flex</groupId>

</dependency>
</dependencies>
Not sure what this even means in the <plugin> section.
So now I'm down to a build section like this, and I suspect I don't need the
mergeResourceBundle either.

<plugins>
<plugin>
<groupId>info.flex-mojos</groupId>
<artifactId>flex-compiler-mojo</artifactId>
<configuration>
<mergeResourceBundle>false</mergeResourceBundle>
</configuration>
</plugin>
</plugins>
</build>
