Yes, you need to use the install-mojo, not the install-file. Unfortunately, we're having problems with the documentation server and it's a bit out of date, and we're behind in writing documentation, so the best sources are to search the blog and to search the google group. A new best practice seems to be that when using the install-mojo, put a custom ending on your version number so it can be distinguished from the default MPL Flex SDK that we provide with Flex Mojos, so name your version 3.0.0.477-i18n (put something after the dash to help remind you where the SDK came from).
