<resourceBundlePath>${basedir}/locales/{locale}</resourceBundlePath>
mean your locales are on:
your project path/locales/en_US/tc.properties

Is that true?

mergeResourceBundle is not used when you set runtimeLocales or
compiledLocales.

Take a look on sample app:
