datavisualization is tied to the Flex/Flash Builder license and it only used to come with the Builder. Though since 3.4, you can download updates also from http://www.adobe.com/cfusion/entitlement/index.cfm?e=flex3sdk
For Flex 4, Adobe only shares datavisualization updates with Flash Builder beta 1 and 2. So the latest update which is publicly available is 4.0.0.10485 IIRC.
