We use it just fine, though we don't build a war with runtimeLocaleOutputPath. We use the assembly plugin instead (our war is still built with ant :( ).
But our runtime locales load and work just fine. You do have to write code to load them, and it helps to have the resource bundle declared in the <Metadata> section.
