Hmmn.

If i understand right there are three options.

1) Force the developer to create framework libraries for all their
locales and maintain them in their local repository.
2) Don't force them just warn them if they are not there.
3) Automatically create the framework libraries for them using the
same strategy as copylocale.

Currently we have the first case. I have proposed the second case. I
think you favor the third case (correct me if i'm wrong)

I don't really see the benefit of this since you are really just
making an exact copy of an existing locale to a new locale without
really changing the localized strings. And in any case the copylocale
strategy does not work for the playerglobal and flash-integration
libraries.

I suppose the first case would be the most correct one although it
does not seem to be the strategy that flexbuilder uses.

Personally i think i would chose not to add localized framework
libraries to my swf as they increase the size and i don't think that
i'm really going to want to show the user any of the strings that are
contained in them.

However i understand that others may not feel that way and that you
want to always include these bundles.

Perhaps its just best left as it is then.
