The l10n example on github gave me the solution.
The following in FM3.8
<compiledLocales>
<locale>en_US</locale>
<locale>fr_FR</locale>
</compiledLocales>
should be renamed as follows in FM4
<localesCompiled>
<locale>en_US</locale>
<locale>fr_FR</locale>
</localesCompiled>
