It does make sense to me, by default, turn all RSLs and included libraries
into external at modules.

Both RSL, CACHING and include scopes mean that your main application will
have all content from the SWC loaded, meaning a module doesn't need to load
it again.  So I would do that w/o making it configurable.  If in the future
someone came with a real reason to not do so, I would obviously change that,
but it is ok for now.
