first the out put file must be a swf file and we will send it to our
customer, it must runnable in no-internet environment or data and asset must
build-in.
let's say, like we are going to design a system, it could make Flash CV for
user, system has several CV templates which design by .fla. After user
supplied his profile(include .jpg etc) system build the specify .fla with
his/her profile into a swf file.
we want all user's profile are build-in, no internet loading or xml file
loading etc.
command-line build also fine! it can't run?

There's no way to build .fla file with flexmojos.
You may find tools to do the job on command-line but it'll be tedious and
eventually won't work.
What requirement forces you to work with .fla files ?
